There are no separate city rules for online casinos: in Vinnytsia, as across the country, Law No. 768-IX of 2020, which legalised the gambling market, applies together with Law No. 4116-IX, the main part of which has been in force since 1 April 2025. It abolished KRAIL and handed supervision to the State Agency PlayCity under the Ministry of Digital Transformation. A licensed operator identifies the player, accepts bets only from the age of 21, settles through a current bank account and must apply spending limits and mandatory breaks in play. How it works for a Vinnytsia resident, step by step

• The card is declined. On offshore sites banks reject gambling payments — this is not a glitch but a consequence of having no licence.
• The bonus expired. Most often because the maximum bet was exceeded during wagering.

How to check a licence in five minutes

1. The site footer. Find the legal entity's name, the licence number and the regulator. If the details are missing, that is the first warning sign.
2. The PlayCity register. Open the register on the agency's official website and find the operator by name or number.
3. Status. The licence must be valid: PlayCity revokes licences for violations and when they expire. According to the agency, as of December 2025, of the 30 online casinos in the register, 8 had their licences revoked and 2 suspended.

Bonus maths

A bonus should be judged not by the percentage on the banner but by the wagering requirement. Example: a 100% bonus on a 1,000 UAH deposit gives 1,000 bonus hryvnias. With x40 wagering on the bonus you need to bet 40,000 UAH; with x40 on deposit plus bonus, 80,000 UAH. Self-exclusion: how the register works

If gambling is getting out of control, you can add yourself to the register of persons restricted from gambling. The application is submitted on the PlayCity website with a qualified electronic signature or in person, and no diagnosis is needed. The player chooses the period — from 6 months to 3 years; the application cannot be withdrawn early. Licensees may not admit such persons to play — either online or in gaming venues.

First-degree relatives can apply for a temporary restriction if the person is not ready to do it themselves. Important: the register applies only to licensed operators — offshore sites do not check it, so self-exclusion should be combined with giving up such sites.
