Online casinos with play in hryvnia for players from Ukraine

Players from most countries have to choose an account currency and count their conversion losses. In Ukraine there is no such choice — and that is a good thing. Legal operators keep accounts exclusively in hryvnia and settle with players only through bank accounts: that is what the law requires. So the question is different: not “where to find a hryvnia account”, but “how to tell a legal site from one that also shows hryvnia but operates without a licence”.

Online casinos in Ukraine were legalised by Law No. 768-IX, and since 2025 the market has been regulated by the state agency PlayCity, which replaced the dissolved KRAIL. A licence can only be obtained by a Ukrainian legal entity, and it is issued for a specific domain. Settlements with players are made exclusively in monetary form through bank accounts: no cryptocurrencies, no transfers to an individual's card, no anonymous wallets. Hence the lack of any alternative to the hryvnia: the dollar, the euro or USDT simply do not appear in the licensed segment.

This means that any site offering you an account in dollars or a deposit in crypto is by definition operating outside the Ukrainian licence — with all the consequences, from the absence of protection in case of non-payment to your bank account being blocked by financial monitoring.

What an account in hryvnia actually gives you

No conversion at all

When a player with a dollar account tops it up with a local card, the exchange rate is applied twice — on the way in and on the way out, and both times not in their favour. Over the long run that is several percent of turnover disappearing for nothing. In a hryvnia casino this layer does not exist: whatever you send is exactly what is credited.

A clear sense of bet size

A minimum bet of “2 hryvnia” is perceived differently from “0.05 USD”. Because the scale in a foreign currency is unclear, newcomers burn through their bankroll more often: it is hard to judge by eye how much has already been staked. Your own currency enforces discipline better than any advice.

Bonus terms without surprises

The wager, the minimum deposit and the withdrawal cap are written in hryvnia, so the amount subject to the wagering requirement does not “drift” along with the exchange rate. The exception is tournament prizes and jackpots from international providers: these may be stated in dollars and converted at the rate applicable at the moment of crediting.

How to tell a legal site from a fake

Hryvnia on a site is not yet a sign of legality: illegal operators also display hryvnia, because they target the same audience. You need to check other things.

  • The register. Open playcity.gov.ua manually, find the operator in the list of online casinos and check the name of the legal entity, the validity of the licence and the domain. A licence is issued for a specific address, not for all mirrors.
  • Identification. At a legal casino you will not be able to place a bet without verification (KYC) via Diia or BankID. If you can play straight after entering your email, that is not convenience but a warning sign.
  • Payment methods. Only your own card or account. An offer to deposit with crypto or by transfer “to the manager's card” settles the question.
  • Limits. Before your first bet, a legal operator will require you to set spending and time limits. No such step means no licence.
  • Language. A Ukrainian version is mandatory by law. A Russian-language storefront without a proper Ukrainian one is another marker.

Deposits and withdrawals in hryvnia

The working set of methods for Ukraine looks like this:

  • Visa/Mastercard debit cards from Ukrainian banks — the main channel. Deposits are instant, withdrawals to the same card take from a few minutes to a few banking days.
  • Apple Pay and Google Pay — the same card payment, only faster on a phone.
  • Payment via a banking app — by link or QR code, in effect a card payment as well.
  • IBAN transfer — slower, convenient for large amounts; the account holder's full name must match the profile details.

What you will not find at a legal casino: cryptocurrencies, transfers to an individual's card, payments with credit funds. The last one is not the operator's policy but a restriction imposed by banks: gambling transactions using credit funds are blocked.

The one-card rule

Money goes back where it came from — this is a standard financial monitoring requirement. The most common nuisance: a person deposits from a card, then has it reissued, and at withdrawal the details have to be confirmed all over again. So choose a card you have been using for a long time, and if it has been reissued, add the new one to your profile first.

Tax: why less arrives on your card

A legal operator withholds 23% from every payout — 18% personal income tax and 5% military levy — and remits it to the budget itself. You do not need to file a declaration, the money arrives already net. Example: withdraw UAH 10,000 and you will receive UAH 7,700. Losses do not reduce the tax base, so count your result using exactly these figures, not the balance on the screen.

Games and providers

Slots

The backbone of the range. Look at the developer's name: Pragmatic Play, Play'n GO, Nolimit City, Push Gaming and other major studios undergo independent audits, and the RTP is stated in the game description. Nameless slots with no provider are a bad sign.

Live casino

Roulette, blackjack and baccarat with a live dealer. Tables run around the clock, some with Ukrainian-speaking croupiers. Limits at live tables are higher than in slots, and a stable internet connection matters more here: if the connection drops, the round is treated according to the casino's rules, and this clause is worth reading in advance.

Crash games and instant formats

Aviator and similar titles gained popularity specifically in our region. A round lasts a few seconds and the mechanics are transparent — but the pace of losses here is also higher than it seems.

Limits you should know about in advance

Before your first bet you set spending and time limits per day, week and month simultaneously. The upper threshold is tied to your declared income: for online play it is 15% per day, 25% per week and 40% per month. The time frame is up to 6 hours per day, and continuous play cannot last longer than two hours, after which a break is mandatory. Financial limits can be changed no more than once a month, so set realistic figures rather than the maximum “so they don't get in the way”.

Responsible gaming

Gambling is a form of leisure with a negative mathematical expectation, not a source of income. Any site promising “stable earnings” is misleading you. The measures that work are simple: honest limits before you start playing, separate entertainment money, no attempts to chase losses and no borrowed funds. If you catch yourself playing longer than planned or hiding it from the people close to you, submit a self-restriction application and consult a specialist. Taking part in gambling may cause gambling addiction. Follow the rules (principles) of responsible gaming. 21+.

Frequently asked questions

Can I open an account in a currency other than hryvnia?

At a legal Ukrainian casino, no. Settlements with players are conducted in monetary form through bank accounts, and the currency here is the hryvnia. An account in dollars or euros means an offshore site without a Ukrainian licence.

Is it legal to play at online casinos in Ukraine?

Yes, if the operator holds a PlayCity licence. Sites with foreign licences are illegal for Ukraine, and a player on them is not protected by Ukrainian law.

Why is identification requested even before the first bet?

That is how the law works: the operator verifies your age (you may play from the age of 21) and checks you against the register of persons whose access to gambling is restricted. This takes a few minutes via Diia or BankID.

What should I do if a payout is delayed?

First check whether the withdrawal details match the card you deposited with and whether there is an active bonus with an unmet wager — these account for most delays. If everything is formally in order and the deadline set in the rules has been exceeded, write to support in writing and contact PlayCity in parallel.
