Online casinos were legalised by Law No. 768-IX in 2020. Cosmolot was the first to receive a licence, and other operators followed. In 2025 the regulator changed: KRAIL was liquidated because of a lack of transparency in issuing licences, and its powers passed to the state agency PlayCity under the Ministry of Digital Transformation. Licences issued earlier remain valid until their term expires, so the register shows decisions of both bodies, and that is normal.
According to the agency, as of 2026 around 34 companies operate across all segments: online casinos, poker, bookmakers, land-based venues and slot halls. The number is roughly stable — the market has taken shape. Only a Ukrainian legal entity can obtain a licence; companies with tax arrears will not be granted one, and if there is evidence of a Russian connection the licence is revoked.
What changed in 2026
Three things that made the legal segment noticeably more transparent:
- State online monitoring system. It went live in 2026: for the first time the state sees the bets, deposits and payouts of legal operators in a standardised form rather than as fragmented reporting.
- Mandatory limits. Play will not start until you set spending and time limits for yourself. Maximum uninterrupted playing time is capped, with a mandatory break.
- Restrictions for military personnel. During identification the operator’s system automatically checks the person against the register of restrictions and the register of military personnel.
In parallel, the regulator blocks illegal sites: the tracking system has detected more than two and a half thousand resources, and in its first year of work the agency imposed almost a billion hryvnias in fines.

The differences are visible even before the first deposit, if you know where to look.
Registration and identification
In a legal casino you cannot place a bet without passing identification — usually through Diia or BankID. The system pulls your data, checks your age and verifies that you are not in the register of persons with restricted access. It takes a few minutes and happens once.
