Zaporizhzhia is a city where the topic of gambling sounds different than in the capital. - The user completes electronic identification in the operator’s system — via Diia or BankID.
- The operator’s system sends a request to the Register of Persons Restricted from Access to Gambling.
- This register is additionally cross-checked against the State Register of Military Personnel.
- The comparison is made by key identifiers — full name and tax number.
- If there is a match, access to the game is blocked automatically.
An important detail: the operator cannot see which register the decision came from. It receives only a technical confirmation that access is restricted, with no explanation of the reason. Military personnel entered into the register are subject to the same restrictions as persons already listed in the register of persons with restricted access.
The mechanism was launched in stages and relies on information exchange between registers, so in practice individual elements may still be refined. But the direction is unambiguous: in the legal segment the restriction works technically, not on someone’s word of honour.
What this means in practice
A few consequences worth stating plainly.
Attempts to bypass the check do not work and end badly. Registering with someone else’s documents or in another person’s name means the account gets blocked with no payout, and this is usually discovered precisely at the withdrawal stage, when the money is already in the balance.
Illegal sites do not apply any restrictions at all. This is presented as “freedom”, but in reality it means that nobody will stop a person who is under a restriction — along with the absence of any protection if a payout is refused, the risk of having a bank account blocked over transfers to individuals’ cards, and the possibility that the site will simply disappear after being blocked by the regulator.
This matters for families too. If someone close to you is under a restriction and is still playing, the platform where that happens is almost certainly illegal — and that alone is a reason to talk.
Self-restriction: available to everyone
The second tool, which works regardless of status. An application for self-restriction enters a person into the Register of Persons Restricted from Access to Gambling, after which access is blocked — to all licensed platforms at once, both online and land-based.
Two things make it effective. First, this is not a setting in a specific casino that can be switched off at an awkward moment: the restriction works at state level. Second, the decision cannot be cancelled during the chosen period — and that is deliberate, because the urge to “undo it all” usually appears exactly when stopping is hardest.
Filing such an application is neither a last resort nor a reason for shame. It is a technical way to lock in a decision made in a calm state, so that it holds when calm runs short.
Mandatory limits before playing
One more safeguard that applies to everyone. In a legal casino, play will not start until you set spending and time limits — daily, weekly and monthly at the same time. For online, the upper bounds are: spending — up to 15% of declared average monthly income per day, 25% per week and 40% per month; time — up to 6 hours per day, with continuous play limited to two hours, after which a break of at least 15 minutes is mandatory. Financial limits can be changed no more than once a month.
The upper bound is a ceiling, not a recommendation. A realistic figure that will not hurt your budget is usually several times lower.
Checking the operator
Ten minutes minimum. Open playcity.gov.ua manually and find the platform in the register of online casinos: check the legal entity name, the validity of the licence and the domain. Then check three things: identification via Diia or BankID happens before the first bet; the cashier offers only hryvnia and your own card, with no cryptocurrency and no transfers to an individual’s card; limits are set before play.
