Terminals and cash at online casinos: why money goes in but does not come out
Self-service terminals are a familiar way to pay: cash, a couple of taps, a receipt in hand. Hence the logical wish to top up a gaming account the same way. But in Ukraine there are two obstacles on this path, and the first is legal: a legal online casino cannot be topped up with cash at all.
The second is technical, and it costs more: a terminal by its nature works in one direction only. This creates a situation with no way out — the money is on the balance, but there is nothing to take it out with. Let's look at both, because together they cost players more than any fees.
This material is informational, intended for persons aged 21 and over, is not an advertisement for payment services or operators, and does not describe ways to circumvent restrictions.
Why a legal cashier does not accept cash
The law requires that settlements with players take place exclusively in monetary form through bank accounts. That means a simple chain: your bank account — the operator’s account, with both parties identified. Cash via a payment terminal breaks this logic: the payment stops being tied to a specific identified person.
On top of that there is identification through Diia or BankID, which a licensed operator carries out before the first bet, and the withholding of 23% tax on payouts. The whole structure is built on the operator knowing exactly who is playing and where the money will go. So a button bearing the name of a familiar terminal network in the cashier does not mean the network itself, but an intermediary — and a site without a Ukrainian licence.
A one-way channel: the main trap
This mechanism is worth spelling out in full, because people usually understand it only after they have won.
Almost all sites apply the same-method return rule: money goes back through the instrument it came from. A terminal physically cannot accept an incoming payment — it can only take cash in, not pay it out. Therefore a withdrawal channel for this method does not exist in principle.
From there, two scenarios are possible. Either the site offers an alternative payout method — and then you will need a verified card or account in your name, that is, exactly the instrument you were avoiding in the first place. Or there is no alternative at all, and the request gets rejected time after time. The second scenario happens more often than one would like, and there is nothing to complain about: the condition was in the terms.
What to do before the deposit, not after
Open the cashier section and compare two lists — deposit methods and withdrawal methods. Choose only what appears in both. If the payouts section is described vaguely or you cannot find the list of withdrawal methods, that tells you everything you need to know about the site.
The myth of cash anonymity
Counting on a cash payment leaving no trace does not hold up, for two reasons.
First, the operation itself is recorded: terminal networks identify payments and keep records, and anti-money laundering requirements apply to them just as they do to banks.
Second, and more importantly, anonymity ends at the withdrawal stage. To receive winnings you will have to pass identification, and the payout instrument must be registered in the account holder’s name. So cash on the way in changes nothing — it merely postpones the check until the money is already inside and you are in a weak negotiating position.
Fees and the receipt
In such a scheme the fee is withheld not by the casino but by the intermediary, and its size is not always visible before you confirm the transaction. Check the final amount on the terminal screen before pressing the button: the difference between the amount paid in and the amount credited is the real cost of the channel.
Always keep the receipt and do not throw it away for at least a month. If the money is not credited, it is the only proof of payment: transaction number, time and amount — the starting point for any investigation. Do not make a repeat payment if the funds are not credited, otherwise you will pay twice. And bear in mind that with a disputed transaction you will have to deal with two parties at once — the site and the payment intermediary — and each will point to the other.
What works instead
A legal operator offers a simple, fully cashless set: a debit card from a Ukrainian bank, payment by link or QR code in a banking app, payment wallets on your phone, an IBAN transfer for large amounts. Deposits go through instantly, withdrawals go to the same payment instrument — from a few minutes to one to three banking days.
You can check a site in ten minutes: open playcity.gov.ua manually, find the operator in the register of online casinos and verify the legal entity name, the validity of the licence and the domain.
Responsible gambling
Cash deposits have an insidious feature: they leave no trace in your bank statement, so the usual self-control mechanism disappears. It is impossible to tally up the month “by feel” — the real figure almost always turns out to be higher, and that is exactly why cashless settlement here works for the player, not against them.
With a legal operator this is complemented by mandatory spending and time limits set before the first bet, a break after two hours of uninterrupted play, and self-restriction that applies immediately across all licensed sites. Gambling is entertainment spending with a negative mathematical expectation, not a source of income. Do not chase losses, do not play with borrowed money, and if you lose control, use self-restriction and consult a specialist. Taking part in gambling can cause gambling addiction. Follow the rules (principles) of responsible gambling. 21+.
Frequently asked questions
Can you deposit at a legal casino with cash via a terminal?
No. The law requires settlements with players exclusively through bank accounts, so a licensed operator’s cashier has no such method.
Can you withdraw winnings through a terminal?
No. A terminal takes cash in but does not pay it out, so no withdrawal channel exists for this method.
Do terminal networks have agreements with casinos?
There are no direct agreements with gambling operators. A button with a network’s name in the cashier means a third-party intermediary and an illegal site.
Is a cash deposit anonymous?
No. Transactions are recorded, and at the withdrawal stage identity verification is carried out in any case.
What should you do if the money did not reach your balance?
Do not repeat the payment. Keep the receipt with the transaction number and contact both the site’s support and the payment network’s support service.
