Visa card and online casinos: what really happens to the payment

The legal framework: why it matters before talking about payments
Online casinos in Ukraine are legal under a licence from the state agency PlayCity, but with a strict requirement for settlements: in monetary form only, through bank accounts, and in hryvnia only. Hence a simple thing worth learning: if a site offers something else — cryptocurrency, a transfer to an individual’s card, payment through a “manager” — the issue is not convenience, it is that the site has no licence.
The second rule that directly affects your payment: following the National Security and Defence Council decision, banks blocked gambling transactions funded with credit. This applies to credit cards, to a credit limit on a debit card, and to instalment products.
How the payment route works
The scheme is almost the same everywhere. In the site’s cashier you choose the “bank card” method, after which a secure payment provider form opens. Card details are entered on the processing side, not on the site itself: if fields for a card number are drawn straight into the casino interface without redirecting to a gateway page, you should close the tab.
The role of the MCC code
Every merchant is assigned a category code. Gambling transactions correspond to MCC 7995, and that is exactly what the issuing bank sees at the moment of authorisation. If the bank’s policy or your product’s settings do not allow such transactions, the decline comes instantly and no money is debited. Trying one card after another is pointless and harmful: a series of declined attempts looks suspicious to anti-fraud systems and can lead to online payments being temporarily blocked.
3-D Secure
Confirmation with a one-time code from SMS or push is a mandatory step. It is not a formality: 3-D Secure is exactly what cuts off charges from other people’s cards. The code is never forwarded to anyone — not to site support, not to bank employees, they do not ask for it.
Why payments get declined
- Credit funds. The most common reason people do not suspect: a payment from a credit card or credit limit with a gambling code simply does not go through.
- Online payments disabled. A common default setting, especially on salary cards.
- Limits. Per-transaction, daily and monthly are three different restrictions, and you can hit any of them.
- Anti-fraud. An amount that is unusual for you, or several attempts in a row, triggers an additional check.
- Not enough funds including the fee. The amount debited is always slightly more than the deposit if the bank applies its own tariff.
Withdrawals: the same-card rule
A payout works fundamentally differently from a deposit and is never instant. The request first goes through the operator’s internal check, then through the banking cycle — together from a few minutes to one to three banking days.
The same-payment-method return rule applies: money goes back to the card the deposit came from. Hence the typical reasons for refusals:
- the card was reissued or changed but the profile still has the old details — you need to add the new ones and complete confirmation;
- the withdrawal was requested to a card other than the one used for the deposit;
- the wager on an active bonus has not been met and part of the balance is frozen;
- the amount is below the minimum withdrawal threshold.
You cannot withdraw winnings to the card of a wife, husband or relative: the payment method must be issued in the account holder’s name. This is a financial monitoring requirement, and attempting to get around it ends in a refusal and an account check.
Tax: why you receive less
From every payout a legal operator withholds 23% — 18% personal income tax and 5% military levy — and transfers it to the budget itself. You do not need to file a declaration; the net amount arrives on your card. Withdraw UAH 10,000 and you will receive UAH 7,700. This is not a bank fee or a cashier error, so there is no point contacting support about it.
What a card does not do
A common false hope is a chargeback. Recovering a lost bet by disputing the transaction is practically impossible: the service is considered delivered, and the fact of the charge is confirmed by the 3-D Secure code. A card also does not confirm that a site is trustworthy: dubious projects also get payment acceptance through intermediary gateways, so a payment system logo in the cashier guarantees nothing. What you need to check is the licence in the register at playcity.gov.ua, not the presence of a Visa button.
If money was debited but the balance was not credited
This is usually a stuck authorisation: the amount is frozen but not settled, and it is returned automatically within a few days. Do not make a repeat payment — that is the most common way to pay twice. Save the receipt, write to support with the date, time, amount and the last four digits of the card, and in parallel check the transaction status in your banking app.
Responsible gaming
The main risk of a card is that it makes depositing too easy: the money goes with a single touch and there is no sense of spending. A practical measure is a separate debit card with a small balance for your entertainment budget and notifications enabled for all transactions. Gambling is not paid for with credit funds, and the fact that banks have blocked this works in your favour.
