Bitcoin casinos: what a player from Ukraine needs to know about them

A bitcoin casino is a platform where deposits and payouts go not through a bank card but as a BTC transfer to an address issued by the operator. The format appeals through its speed and the smaller number of intermediaries. But for a player from Ukraine the main question is not technical but legal: settlements with players in Ukraine are allowed only in monetary form through bank accounts. That is why a casino accepting bitcoin operates, by definition, without a Ukrainian licence.

This is not a formal quibble. Below is what exactly this fact changes in practice and why a «fast crypto withdrawal» can cost more than any winnings.

Online casinos in Ukraine are legal, but under clear conditions: a licence from the state agency PlayCity, a Ukrainian legal entity, player identification via Diia or BankID, spending limits set before the first bet, and settlements exclusively through a bank. Cryptocurrency does not fit into this framework, and the regulator itself explicitly names the option to top up an account with crypto as one of the signs of an illegal site — alongside a foreign licence, a domain outside the .ua zone and the absence of identification.

So the choice is not between “card or bitcoin”, but between a legal site and an illegal one. And the consequences of that choice show up not while you play, but at the moment you try to take your money out.

Why people still choose BTC

The reasons are usually practical, and they deserve an honest mention. A blockchain transfer is not tied to a bank and requires no explanation of the payment purpose. An international operation settles faster than a banking one. The deposit threshold at crypto cashiers is often lower, while the upper withdrawal cap is higher — for large sums this is sometimes the only way to take everything out in a single transaction. And finally, this format more often attracts those who already hold part of their funds in digital assets: for them it is a continuation of habit, not a separate complicated step.

The problem is that each of these advantages has a flip side that only becomes visible in a disputed situation.

Five risks the player takes on

1. There is no one to turn to

The most important point. A licensed operator has a Ukrainian legal entity, a regulator you can file a complaint with, and a court that can reach it. With an offshore crypto site, the conversation ends with a chat exchange: the Ukrainian regulator is not responsible for it, and litigating in a foreign jurisdiction is unrealistic.

2. A risk to your own bank account

To buy bitcoin, money usually passes through an exchange service or P2P — that is, through transfers between individuals’ cards. For your bank these are operations with the hallmarks of a scheme, and the result may well be your account being blocked by financial monitoring. You risk not only your gaming deposit, but access to your own money.

3. Volatility

A balance in BTC is a position in a volatile asset. Winnings can grow or shrink by tens of percent while the funds sit in the account or go through checks, regardless of what happened at the table.

4. Transfers are irreversible

Get the address or the network wrong and recovering the money is almost impossible. There is no chargeback in a blockchain, no arbitrating bank and no payment system that will take your side.

5. There is no anonymity

The idea that a crypto casino does not ask for documents is outdated: anti-money-laundering rules apply to crypto too, and verification is usually requested precisely at withdrawal — when the money is already inside. At the same time a blockchain address is public, and the transfer history on it is visible to anyone and stored indefinitely.

Taxes: a figure worth comparing

At a legal casino the tax question is handled for you: the operator acts as a tax agent, withholds 23% from the payout — 18% personal income tax and 5% military levy — and remits it to the budget. You declare nothing, the money arrives clean.

With winnings at an offshore crypto site it is the opposite: they remain your income, and you will have to deal with accounting and declarations yourself. Counting on “no one will see the blockchain” is a poor bet, if only because the chain of transfers is stored forever, and the entry into and exit from fiat almost always run through identified services.

What works instead

If speed was the attraction, the legal segment has it too: a card deposit goes through instantly, a withdrawal to the same card takes from a few minutes to a few banking days. If the attraction was the absence of extra questions — identification via Diia is completed once in a couple of minutes and you never come back to it, unlike manual document checks in the chat of an offshore site at the moment of withdrawal.

Checking a site takes ten minutes: open playcity.gov.ua manually, find the operator in the register of internet casinos and verify the legal entity’s name, the validity of the licence and the domain. A licence is issued for a specific address, not for all mirrors.

On provably fair and game fairness

Crypto sites like to mention the provably fair mechanism: the server publishes a hash of its seed, the player adds their own, and after the round the result can be recalculated. The mechanism genuinely works, but it applies only to the site’s own games — crash, dice, roulette. It does not apply to third-party providers’ slots: there fairness is ensured by certification of the random number generator by an independent laboratory — exactly the same as at legal Ukrainian casinos, where the software undergoes mandatory testing.

Responsible gaming

The speed of crypto settlements works against the player at least as much as for them: topping up a balance in a minute is easier than stopping. In the legal segment there is a built-in safeguard against this — spending and time limits set before the first bet, and a mandatory break after two hours of continuous play. Offshore sites have no such brakes at all, and that is one more argument against them. Play only with amounts whose loss will not affect your budget, keep gaming money separate from living money and never play on borrowed funds. If gambling has stopped being entertainment, file a self-restriction application and consult a specialist. Participation in gambling can cause gambling addiction. Follow the rules (principles) of responsible gaming. 21+.

Frequently asked questions

Are bitcoin casinos legal in Ukraine?

No. The law allows settlements with players only in monetary form through bank accounts, so accepting BTC means operating without a Ukrainian licence.

What does the player risk besides the deposit itself?

First of all their own bank account: buying crypto through P2P transfers between individuals’ cards can lead to the account being blocked by financial monitoring.

Do crypto casinos really not ask for documents?

That is an outdated idea. Anti-money-laundering rules apply to crypto too, and documents are usually requested precisely at withdrawal, when the money is already on the balance.

What should you do if BTC was sent to the wrong address?

In most cases the funds cannot be recovered: a blockchain transaction is irreversible and there is no chargeback.

Does a player pay tax on winnings at an offshore site?

The winnings remain income, but there is no tax agent here — unlike a legal operator, which withholds the 23% itself. Accounting and declaring fall on the player.
