Online casinos in Ukraine operate under a licence from the state agency PlayCity, which in 2025 replaced the dissolved KRAIL. The requirements for a legal operator are fixed: a Ukrainian legal entity, the domain stated in the licence, player identification via Diia or BankID, mandatory spending and time limits before the first bet, hryvnia and bank accounts in the cashier.
